Change : Sexuality, Public Policy, and Civil Rights by

Creating Change
tells the story behind some of the most bitterly contested and
controversial public events and public policy battles in the past
generation and possibly in American history. In the thirty years
since the Stonewall Inn riots marked the beginning of the modern
gay and lesbian movement, there has been a dramatic change in the
texture of gay and lesbian life and in its relationship to
American society. Despite an apparently deepening conservative
hold upon national and state politics, this shift has been as
extensive - over a comparable period of time - as that witnessed
in race and gender relations.
Creating Change traces the work and
gauges the impact of the gay and lesbian movement since Stonewall.
It explores a critically significant, though often ignored, area
in which change has occurred - the world of public policy making,
especially at the level of the federal government - and
scrutinizes the who, how, why, and what of it. A work of
scholarship and a work of passion, it recounts how a specific
constituency - gay, lesbian, bisexual, and transgender Americans -
were able to make tremendous progress despite seemingly
insurmountable barriers. Creating Change is the story of
the way in which the American political and cultural landscape
became what it is today and how social change is brought about.
About the Author
John D'Emilio is a Guggenheim Fellow, teaches gay & lesbian
studies and history at the University of Illinois at Chicago, and
is the author of several books including the classic Sexual
Politics, Sexual Communities.
William B. Turner teaches United States History
at St. Cloud State University in St. Cloud, Minnesota, and is the
author of A Genealogy of Queer Theory.
Urvashi Vaid is the Director of the National Gay
and Lesbian Task Force Policy Institute and author of Virtual
Equality: The Mainstreaming of the Gay and Lesbian Movement.
She lives in New York City.

American stage. At no time in our nation's history have gay men and lesbians been more
visible, fighting for their rights in Congress, in the courts, in
workplaces, in the community.

Gender Public Advocacy Coalition is the national
organization working to guarantee every American's civil right to
their gender identity or expression free of stereotypes,
discrimination, and violence.

The Human Rights Campaign, the largest national
lesbian and gay political organization, envisions an America where
lesbian and gay people are ensured of their basic equal rights --
and can be open, honest and safe at home, at work and in the
community. HRC has more than 360,000 members, both gay and non-gay
-- all committed to making this vision a reality.

THE INDEPENDENT GAY FORUM has been created by a
group of gay writers, academics, attorneys, and activists who feel
dissatisfied with the current level of discussion of gay-related
issues.
 | We support the full inclusion of gays and
lesbians in civil society with legal equality and equal social
respect. We argue that gays and lesbians, in turn, contribute
to the creativity, robustness, and decency of our national
life.
 | We share a belief in the fundamental virtues
of the American system and its traditions of individual
liberty, personal moral autonomy and responsibility, and
equality before the law. We believe those traditions depend on
the institutions of a market economy, free discussion, and
limited government.
 | We deny "conservative" claims that
gays and lesbians pose any threat to social morality or the
political order.
 | We equally oppose "progressive"
claims that gays should support radical social change or
restructuring of society.
 | We share an approach, but we disagree on many
particulars. We include libertarians, moderates, and classical
liberals. We hold differing views on the role of government,
personal morality, religious faith, and personal
relationships. We share these disagreements openly: we hope
that readers will find them interesting and thought-provoking. |

Justice, Inc. is Indiana’s statewide civil
rights organization for gay and lesbian issues. Justice,
Inc. is committed to the attainment of civil rights and social
acceptance for gay and lesbian citizens of Indiana through
legislation, political action and public awareness.

Lambda Legal Defense and Education Fund is a
national organization committed to achieving full recognition of
the civil rights of lesbians, gay men, and people with HIV/AIDS
through impact litigation, education, and public policy work.
Lambda carries out its legal work principally
through test cases selected for the likelihood of their success in
establishing positive legal precedents that will affect lesbians,
gay men, and people with HIV/AIDS. From our offices in New York,
Los Angeles, Chicago, and Atlanta, Lambda's legal staff of
attorneys works on a wide range of cases, with our docket
averaging over 50 cases at any given time.
Lambda also maintains a national network of
volunteer Cooperating Attorneys, which widens the scope of our
legal work and allows attorneys, legal workers, and law students
to become involved in our program by working with our legal staff.

The Lesbian and Gay Immigration Rights Task
Force (LGIRTF) is a coalition of immigrants, attorneys and other
activists that addresses the widespread discriminatory impact of
immigration laws on the lives of lesbians, gay men and people with
HIV through education, outreach and advocacy and by providing
legal services, information, referrals, and support.

Founded in 1977, NCLR is the only national legal and advocacy
organization dedicated to achieving full civil and human
rights for all lesbians and their families. Each year NCLR
provides litigation, legal resources, advocacy and community
education to more than 1,500 lesbians, bisexuals, gay men and
transgender people across the United States. From advocating
to legalize lesbian and gay marriage to providing partnership
protection documents to couples, NCLR leads the struggle to
win equal protections and benefits for same-sex families.

NationalGayLobby.Org is to a very great extent
member and community driven. Discussions which take place on our
Discussion Boards or in our chat rooms, the results of our weekly
Public Opinion Polls, and the email we receive all help to keep
our board of directors and executive director in touch with NGL's
members' and the community's views on important issues.

The National Journal of Sexual Orientation Law is
the first on-line law journal in the country and the second
devoted exclusively to legal issues affecting lesbians, gay men
and bisexuals.
The Journal's primary purpose is to disseminate
information and ideas about law and sexual orientation in an
efficient and timely manner, but without duplicating the recent
inclusion of articles on sexual orientation in traditional law
reviews.

NGLTF is the national progressive organization
working for the civil rights of gay, lesbian, bisexual and
transgendered people. NGLTF's vision and commitment to social
change is building a powerful political movement in the fifty
states and the District of Columbia.

The National Stonewall Democrats is an
organization formed in recognition of the fact that in the United
States today, one of the major differences between the two
national political parties is their respective attitude on the
question of homophobia.
Thirty years ago, neither major party stood
against the prejudice that blights the lives of gay men, lesbians,
bisexuals, and transgenders. In the intervening years, people
committed to fighting against this prejudice have made great gains
in public policy, as well as in national attitudes. But the two
parties have played very different roles in this process.
Increasingly, the Democratic Party has been the home for those
devoted to securing fair treatment for gay men, lesbians, and
bisexuals, while the Republican Party, sadly, has made itself more
and more the political instrument of those devoted to denying us
our rights.
